OPINION OF PROBABLE CONSTRUCTION COST: $100,000.00

COMPLETION DATE: MAY 15, 2018

Bids must be in accordance with specifications and on forms available from CT Consultants, Inc., 8150 Sterling Court, Mentor, Ohio 44060 at a non-refundable cost of One Hundred Dollars ($100.00) picked up or One Hundred Twenty Five Dollars ($125.00) mailed.

The bid specifications, drawings, plan holders list, addenda, and other bid information may be obtained via the internet at www.ctconsultants.com/bidinfo/index.html . The bidder shall be responsible to check for Addenda and obtain same from the web site.

SECTION 01010CT – SUMMARY OF WORK

PART 1 – GENERAL

1.1 PROJECT LOCATION

A. The project is located in Riverside Park, Chagrin Falls, adjacent to the Cuyahoga County Public Library branch at 100 East Orange Street.

1.2 PROJECT DESCRIPTION

A. The bid documents contain a bid form for one (1) contract. The bidder must bid on the Base Bid and both Alternates. If an Alternate is awarded, it will be either A or B but not both.

B. The project consists of installing a new brick path adjacent to the existing steps at the library, starting at the parking lot and extending south down the hill to the bottom of the hill. The project includes some segmental retaining walls, permeable brick pavers, bio-retention basins and landscaping.

1.3 SPECIFICATIONS

A. In general, these Specifications describe the work to be performed by the various trades, other than work specifically excluded. It shall be the responsibility of the Contractor and Subcontractors to perform all work incidental to their trade, whether or not specific mention is made of each item, unless such incidentals are included under another Item.

B. It is advised that the Contractor and all Subcontractors familiarize themselves with the contents of the complete Specifications, particularly for the trades preceding, following, related or adjacent to their work.

A. The work to be done under this contract is shown on the following Drawings:

Ben Himes To Retire

It is with a deep sense of sincere appreciation and sadness that I announce Ben Himes’, our Chief Administrative Officers, retirement.  Ben will be retiring effective December 31, 2017. Ben has served our community with distinction for 40 years; in fact Ben has served our community with distinction for all of his adult life. Ben worked summers for the Village Utility Department beginning in 1977 while in high school and was hired full time in 1985. Ben earned a degree in civil engineering while working for the village and provided critical leadership in replacing and up grading our Village’s infrastructure. Ben was also the leader in implementing our 2005 Street Scape program that revitalized our downtown commercial district. For all who know him and have worked with him, and most especially me, it was a privilege to have worked with Ben and he will be missed. Ben has agreed to continue to serve as an independent consultant to the Village as we develop the plans for the Waste Water Treatment Plant up grade and the negotiations with Geauga County and other utility matters.

I am sure all of you will join me in thanking Ben for his service and wishing him a long and happy retirement.

We will be creating the position of Assistant Chief Administrative Officer for the balance of this year and I will be appointing Rob Jameson, subject to council’s approval, to that position. This will allow four months for Rob to work and train with Ben. It is my intention, again subject to council’s approval, to appoint Rob to the Chief Administrator’s position in January of 2018.

Rob has worked for the Village since 2012 as Service Director. Rob holds a B.A. degree in Urban Studies from Cleveland State and a Master’s Degree in Public Administration with a concentration in Public Works Administration also from Cleveland State University.

Prior to joining the Village Rob worked for the Cities of University Heights as Service Director and the City of Macedonia as assistant Service Director.  Rob is a Vice President of Northern Ohio Service Director’s Association and a Board member of American Public Works Association Northeast Ohio Chapter. Rob also serves the Village as part time firefight and Emergency Medical Technician.

Rob has proved to be an exceptionally dedicated employee during his tenure as Street Superintendent and both Ben and I have the utmost confidence in his ability to take on the role of administrator.  We should discuss the details of the transition plan in Administrative and Compensation Committee and ask that you set a meeting prior to the September 11 Council meeting.

New Bid Package Available Responses to Contractor Inquiries from Non-Mandatory Pre-Bid Meeting and Bid Form

 The Village of Chagrin Falls will receive sealed bid proposals delivered to the Office of the Clerk, Chagrin Falls Village Hall, 21 West Washington Street, Chagrin Falls, Ohio 44022 until 12:00 Noon on the September 6, 2017 for:

Chagrin River Streambank Stabilization and Riparian Restoration Project

and such bids will be publicly opened and read immediately thereafter. Each bid must contain the full name or names of the party or parties making the same, with an affidavit as to interested parties, and in the case of a corporation not chartered in Ohio, with a proper certificate that such corporation is authorized to do business in Ohio, and be accompanied by a bond, or a certified or cashier’s check on a solvent bank, made payable to the order of the VILLAGE OF CHAGRIN FALLS in an amount not less than ten percent (10%) of the total amount of the bid.

Copies of the Specifications, Instructions to Bidders, Forms of Proposals, and other contract documents are available on the Village website at www.chagrin-falls.org or on file at the office of the Chief Administrative Officer of the Village of Chagrin Falls, and may be obtained at no charge.

The bid bond, or a certified or cashier’s check, as the case may be, will be held as a guarantee that, if the bid proposal is accepted, a contract will be entered into between the bidder and the Village of Chagrin Falls, and the performance of such contract secured by said check or bond, and default thereof said check and/or bond, and the amount represented thereby, shall be forfeited to the Village of Chagrin Falls, as liquidated damages.

The Village of Chagrin Falls reserves the right to reject any and all bids, to waive any informalities in the bids received, and to accept any bid which they deem most favorable.
