Request For Qualifications: Hydrogeologist Engineering Services






The Village of Chagrin Falls is accepting Requests for Qualifications (RFQ) from qualified consultants to provide Hydrogeological Engineering Services to analyze existing ground water supplies and assist with water supply decisions.


The Village of Chagrin Falls, Ohio, is 2.1 square miles in area located 18 miles east of the City of Cleveland, at the eastern edge of Cuyahoga County. The Chagrin River flows through the Village from the northeast to the southwest. The downtown and historic residential area of Chagrin Falls sits on a gently sloping terrace between the elevations of 890 and 930 feet above sea level. The north residential side of the Village is situated on rolling hills and the steeper slopes of the river valley at elevations between 1070 and 1120 feet. The population at the last census was 4,113. The water department serves parts of surrounding communities and has 2456 service connections.

The Village of Chagrin Falls presently obtains its water supply from two sources to meet the average daily demand of about 730,000 gpd (97.6 MCFD). The Village owned source is the Franklin Street well field that supplies about 30% of the total demand. The two wells were drilled in the mid 1960s and pump directly into the distribution system after treatment with chlorination and a poly/orthophosphate blend. The second source was brought online in 1987 via a bulk water contract with the City of Cleveland which supplies about 70% of demand. For redundancy, the Cleveland water supply is connected to the Village owned distribution system at two locations at the extreme south and north of the Village system.

The Cleveland Water contract requires the Village to purchase 500,000 gallons per day (66.8 MCFD) on a monthly average billed at a rate of $35.76 per MCF. The Village has renegotiated the contract to phase in a 38% reduction in the minimum purchase to 14,800MCF per year by the year 2021. As this reduced minimum purchase is phased in the Village will rely more heavily on the wells. Village analysis shows that by 2020 the well field production will be marginal.


The selected consultant will provide hydrogeological engineering services to the Village. The final work product will be a hydrogeologic engineering study of the ground water supply for the Village and recommend strategies for providing an adequate supply into the future. The project will include the review of past groundwater studies, analysis of existing ground water resources and determination of a safe yield, recommend strategies to maintain adequate ground water supplies, identifying future groundwater sources, recommend selection of potential well sites, writing specifications for test wells, and permitting assistance. A detailed scope of services will be developed after selection of the consulting engineer.


The Statement of Qualifications will provide a background of the engineering consultant’s experience performing hydrogeological services for similar communities with emphasis on public water supply wells and knowledge of local geology. Candidates will submit statements regarding the qualifications of principal staff assigned to the project. The minimum content will include the following;

Education: A bachelor’s degree (advanced degree preferred) from an accredited college or university in geology, hydrogeology, geochemistry, geophysics, or a closely related scientific field is required.

Professional registration:

Experience: Substantial work experience in hydrogeological modeling, public water system ground water supply, project management, analytical thinking, report writing, and data analysis.

Preference given to Ohio groundwater investigations.

Work Product: Excellent writing, data analysis, and oral presentation skills, along with paper submittal and oral presentation at technical conferences required.


The Village staff will evaluate the statements of qualification and rate the candidates. Consultant selection will be based on experience, past performance, fit with Village and project, and consultant qualifications. Once the ranking for the consultants is established, the Village will interview the highest ranking consultant.

Envelopes or package that are received after the date or time stated above will not be considered.


After the review and interviews are complete, the Village will negotiate a contract with the best qualified consultant. Upon reaching agreement, a consultant contract will be presented to the Mayor and Village Council for approval.
