ENGINEERING SERVICES – HYDROGEOLOGIST

STATEMENT OF QUALIFICATIONS DUE: NOON, NOVEMBER 10, 2017

 

The Village of Chagrin Falls is accepting Requests for Qualifications (RFQ) from qualified consultants to provide Hydrogeological Engineering Services to analyze existing ground water supplies and assist with water supply decisions.

BACKGROUND

The Village of Chagrin Falls, Ohio, is 2.1 square miles in area located 18 miles east of the City of Cleveland, at the eastern edge of Cuyahoga County. The Chagrin River flows through the Village from the northeast to the southwest. The downtown and historic residential area of Chagrin Falls sits on a gently sloping terrace between the elevations of 890 and 930 feet above sea level. The north residential side of the Village is situated on rolling hills and the steeper slopes of the river valley at elevations between 1070 and 1120 feet. The population at the last census was 4,113. The water department serves parts of surrounding communities and has 2456 service connections.

The Village of Chagrin Falls presently obtains its water supply from two sources to meet the average daily demand of about 730,000 gpd (97.6 MCFD). The Village owned source is the Franklin Street well field that supplies about 30% of the total demand. The two wells were drilled in the mid 1960s and pump directly into the distribution system after treatment with chlorination and a poly/orthophosphate blend. The second source was brought online in 1987 via a bulk water contract with the City of Cleveland which supplies about 70% of demand. For redundancy, the Cleveland water supply is connected to the Village owned distribution system at two locations at the extreme south and north of the Village system.

The Cleveland Water contract requires the Village to purchase 500,000 gallons per day (66.8 MCFD) on a monthly average billed at a rate of $35.76 per MCF. The Village has renegotiated the contract to phase in a 38% reduction in the minimum purchase to 14,800MCF per year by the year 2021. As this reduced minimum purchase is phased in the Village will rely more heavily on the wells. Village analysis shows that by 2020 the well field production will be marginal.

PROJECT

The selected consultant will provide hydrogeological engineering services to the Village. The final work product will be a hydrogeologic engineering study of the ground water supply for the Village and recommend strategies for providing an adequate supply into the future. Continue Reading →

Each bid must contain the full name or names of the party or parties making the same, with an affidavit as to interested parties, and in the case of a corporation not chartered in Ohio, with a proper certificate that such corporation is authorized to do business in Ohio, and be accompanied by a bond, or a certified or cashier’s check on a solvent bank, made payable to the order of the VILLAGE OF CHAGRIN FALLS in an amount not less than ten percent (10%) of the total amount of the bid.

Copies of the Specifications, Instructions to Bidders, Forms of Proposals, and other contract documents are available on the Village website at www.chagrin-falls.org or on file at the office of the Chief Administrative Officer of the Village of Chagrin Falls, and may be obtained for fifty dollars ($50.00).

The bid bond, or a certified or cashier’s check, as the case may be, will be held as a guarantee that, if the bid proposal is accepted, a contract will be entered into between the bidder and the Village of Chagrin Falls, and the performance of such contract secured by said check or bond, and default thereof said check and/or bond, and the amount represented thereby, shall be forfeited to the Village of Chagrin Falls, as liquidated damages.

The Village of Chagrin Falls reserves the right to reject any and all bids, to waive any informalities in the bids received, and to accept any bid which they deem most favorable.

SECTION 01010CT – SUMMARY OF WORK

PART 1 – GENERAL

1.1 PROJECT LOCATION

A. The project is located in Riverside Park, Chagrin Falls, adjacent to the Cuyahoga County Public Library branch at 100 East Orange Street.

1.2 PROJECT DESCRIPTION

A. The bid documents contain a bid form for one (1) contract. The bidder must bid on the Base Bid and both Alternates. If an Alternate is awarded, it will be either A or B but not both.

B. The project consists of installing a new brick path adjacent to the existing steps at the library, starting at the parking lot and extending south down the hill to the bottom of the hill. The project includes some segmental retaining walls, permeable brick pavers, bio-retention basins and landscaping.

1.3 SPECIFICATIONS

A. In general, these Specifications describe the work to be performed by the various trades, other than work specifically excluded. It shall be the responsibility of the Contractor and Subcontractors to perform all work incidental to their trade, whether or not specific mention is made of each item, unless such incidentals are included under another Item.

B. It is advised that the Contractor and all Subcontractors familiarize themselves with the contents of the complete Specifications, particularly for the trades preceding, following, related or adjacent to their work.
