Mosquito Activity and Prevention Update – Summer 2013

The rainy weather we have experienced over the past several weeks created ideal conditions for mosquito breeding. As the eggs continue to hatch, we will see a significant increase in mosquito activity.

We have been responding to a higher volume of mosquito-related complaints and wish to pass along these tips to help you avoid being bitten by mosquitoes.

  • Use insect repellent containing DEET, Picardin or Lemon Eucalyptus Oil. Be sure to follow label instructions.
  • Wear long-sleeved shirts, long pants, and shoes and socks. The less of your skin that is exposed, the better protected you are.
  • Keep children indoors during times of heavy mosquito activity: one hour before and after sunset.
  • Eliminate all areas of standing water by disposing of containers that collect water such as buckets, tires, flower pots and cans.
  • Clean gutters so that water drains and does not collect.
  • Clean, drain and cover pools or hot tubs when not in use.
  • Empty and refill bird baths at least once a week.
  • Fill tree holes with tar or cement.
  • Be sure that your door and window screens are tight.

WEST NILE VIRUS:

No human cases have been reported to date for our county or the state of Ohio. Historically, we see more infected mosquitos in late July with infection rates peaking in August.

Symptoms include headaches, high fever, loss of appetite, muscle aches and vomiting.

If symptoms persist 2-10 days after being bitten by a mosquito, seek medical attention. Advise your doctor of your exposure to biting mosquitoes.

Chagrin Falls Is Inviting Sealed Bids For Residential Solid Waste Collection

villageseal-350-300x300The Village of Chagrin Falls is inviting sealed bids for Residential Solid Waste Collection and Recycling Services Within the Village of Chagrin Falls, Ohio. Bid Documents can he obtained from the Chagrin Falls Village Hall, 21 West Washington Street Chagrin Falls, OH 44022.

Bids will be received at the Village Hall, Office of the Clerk of Council, located at the 21 West Washington Street, Chagrin Falls, OH until 12:00 noon on Thursday, August 1, 2013 and will be opened publicly and read aloud at that time and place. Bidders must submit one (1) original set of its Bid in one sealed envelope clearly marked “CURBSIDE RECYCLING & SOLID WASTE BID.” Bids will be valid for sixty (60) days after the Bid opening date.

Each Bid must contain all Bid Forms and be accompanied by separate Bid Bond in the name of the Village of Chagrin Falls in the amount of ten percent (10%) of the first year base Bid price as security that, if the Bid-is accepted, a Contract will be entered into with the Village in accordance with the terms and conditions of the Form of Contract contained in the Bid Documents.

Bid Bonds will be returned when the Contract has been executed by the Successful Bidder, or when any Bid is, or all Bids are, rejected. The Village reserves the right to acceptor reject any or all Bids and waive any non-conformities or irregularities contained therein.

Summer Construction on Solon Road

Road ClosedThe Solon Road Waterline Replacement Project will commence on Monday, June 24th, 2013 and will conclude by Friday, August 23rd.

During the first half of the project, traffic will be restricted to Local Access Only in both directions between Monticello Road and Miles Road.

During the second half of the project, local access traffic will be permitted NORTHBOUND ONLY.

Detour routes will be posted. Access to Chagrin Pet & Garden will be maintained following the same information listed above.

Traffic delays are possible.

After the waterline replacement is complete, repaving of Solon Rd. will be scheduled for late Summer / early Fall.

School Resource Officer Survey

osroaIn December of 2012, the Chagrin Falls Police Department placed an officer in the schools in response to the most recent school shooting at Sandy Hook Elementary School in Newtown, Connecticut.

The officer was present primarily on the 7-12 campus, but made visits to the other buildings in the district. The officer was assigned as an School Resource Officer  three days a week, from the end of December until the middle of May. The position ended at that time due to funding issues.

A School Resource Officer (SRO) performs a variety of duties beyond just security while assigned to the school district.  SROs are involved in safety planning, classroom instruction and activities, as well as interaction with the students and faculty.  SROs develop relationships with the students and school community that foster positive interactions with law enforcement, and assist with maintaining a safe school environment.  For more information on SROs, please go visit  www.osroa.org.

The following survey has been posted to gather feedback from the community regarding the importance of an SRO position within the Chagrin Falls Schools to the community, and to determine a course of action for future funding of this program.

Fire Department Offers New Explorers Program For Teens

If you are interested in Firefighting, Fire Inspection, Emergency Medicine, and Rescue, please attend our informational meeting.

COMPLETED- South Franklin Closed For Water Line Work

Road ClosedConstruction activities to replace the watermain from Maple Street to Washington Street will re-commence on or about Friday, April 12, 2013, weather permitting.  Watermain replacement work will be followed as quickly as possible with resurfacing of the road between South Street and Washington Street.  The scheduled completion date for this final phase of work is May 24, 2013.  Work hours will typically be between 7:00 AM and 7:00 PM.

S. Franklin Street will be closed to through traffic during the course of the project.  A detour will be established using Maple Street and Water Street for through traffic.

SOUTH FRANKLIN RESIDENTS:   Residents will be able to drive through the work zone in the northbound direction to access their homes, normally with little or no delay.   There will likely be a few instances when water service to your home is disrupted in order to make new tie-ins to existing lines.  The shut-down usually lasts four to six hours.  You will be notified a day in advance of planned shut-down periods so that you may plan accordingly.  There is also the possibility that breaks in the existing watermain may occur during construction due to the age and condition of the line, in these instances the water department will issue notices (boil alerts) on a case by case basis. Your patience is appreciated.

We anticipate a smooth and safe installation, although we know there can always be unpredictable events.  If you have questions or issues that arise during the project, you can address them to the Contractor or Village staff on the job site or use the contact list below.

Proposed Priorities for Chagrin Falls in 2013

villageseal-200-150x150The following are the proposed priorities of the Chagrin Falls Village Government for the year 2013.

1.) In light of the loss of revenue of over $1M/per year from state sources:

a. Address funding for Road Maintenance and Capital    Improvement Programs.
b. Address General Fund sustainability.
c. Work with local groups and the County on mutually beneficial collaborative projects.

2.) Continue to support local art organizations and filming.

3.) Work towards a regionalized stand-alone dispatch center and improvements to the Police Station.

4.) Develop 25 year Village facilities plan and long range plans for cemetery expansion.

5.) Address successful progress in Village redevelopments including Falls Walk, River Walk and Spillway.

6.) Review ordinances for opportunities to better preserve the historical character of the Village.

7.) Improve  Hillside Protection Ordinances for strengthening and adopt a monitored smoke alarm ordinance.

8.) Continue to develop our emergency response capability.

9.) Continue assessments of stormwater issues and develop plans for improvements.

10.) Increase residents usage of website.

3.) Continued participating in the shared services studies involving the counter merger study of Moreland Hills, Orange, Woodmere, & Pepper Pike.

4.) Continued to support the cultural growth of the Village including the Chagrin Valley Little Theater, Chatauqua in Chagrin and the Chagrin Falls Documentary Film Festival.

5.) Supported the Falls Walk and  River Walk redevelopments  including the restoration  of the Sears Adams house.

6.) Supported Spillway, LLC in substantially completing the re-mediation of the IVEX Dam.

7.) Developed a draft of a strengthened Hillside Protection Ordinance.

8.) Developed a draft of a monitored smoke alarm ordinance to improve response times and fireman safety.

9.) Partially completed the  installation of a new water line  on South Franklin Street.

10.) Adopted the County Business Attraction and Anti-Poaching Protocol.

photo_unitThe Chagrin Falls Fire Marshal Jim Alunni was featured in a recent news article on new, more effective smoke alarms.  Chagrin Falls was among the first communities in northeast Ohio to mandate photo-electric technology in smoke alarms installed with any new construction and remodels.   The Fire Department recommends that all homes investigate installing photoelectric smoke alarms.  Read more about the difference in the smoke alarm technologies in the NewsNet 5 report .
